There is no appeals process for US visas. You must convince the consular officer, at the time of the interview, that you can and will return promptly to your own country after a short visit. If you can't do that, you will be refused.
The fact that you miss your grandchildren is irrelevant. After all, it was your daughter's choice to move to another country to have them - that is not a problem that is the US government's to solve. It was her choice.
A great deal might depend on how your daughter went to the US.
And it is not fun to travel with small children, but it is not impossible. Millions of people do it. Airplanes fly both ways,.

if you were not even allowed to show documents, you have one of many possible problems...first, you have not met the burden of proof that you can or will return to the philippines...you must have property, bank funds, and family to prove you have something to go home to...second, you must have all your paperwork and documents perfect....or third, you have been screwed over by someone and you have very little you can do to change it....the excuse that the kids are too young to travel is just an excuse...i was on a plane from NYC to hong kong and the plane was FULL of small children...i think there is something you are not telling us....getting a tourist visa is a very difficult thing to get...most terrorists get tourist or student visas and overstay the visa and "disappear"...you, especially since you are from a poor nation that does have terrorists have a high burden of proof to show you can bee trusted in the USA and to return to the Philippines

There is an appeals process, I would contact the consular offices of the U.S. Embassy for details of the process.. Failing that, you could perhaps contact a local politician to help in the process. On this side, ask your relatives to contact their American representative in the House or Senate to see if they can help as well.
And Mr. Neel, Bush never announced the ending of the war, he announced the end of major military operations, i.e., against the Iraqi military. The fight is now against insurgents, not the armed forces.

There should be an appeals process. You can also ask the embassy for an explanation of why it was denied.
