It depends if he's always short (1 word answers) or if he just caught him at a bad time. A good way to find out if he's into you as much as you are to him is by letting him call you or let him initiate the conversation.

It could mean that he is uninterested. But on the other hand it could mean a number of other things...he could be shy, he could be so nervous or intimidated by you that he doesn't know what to say or he could just have a problem vocalizing what he thinks or feels.
If you are young (teens or preteens) he could just be trying to play it cool.
Think about what his body language is saying to you. Is he looking at you, looking into your eyes, looking at your body? Uninterested would mean that he's basically ignoring you, laughing with his buddies when you're talking or avoiding eye contact.
Talk to him again and judge him by his nonverbal communication.

I think if anyone responds with one or two words and shows no effort to keep the conversation going by either building on what you said, or bringing up something themselves, they are uninterested.

No. Most dudes just aren't into giving so much detail. My boyfriend now and past boyfriends have done the same thing. Sometimes they just want us to do all of the talking.

Sounds Neanderthal style. Don't expect it to improve if it hasn't by now. Is this what you want to live with when there are things like finances to discuss in a relationship, kids, jobs etc.

well if he is not polite enough to give you a full answer is cause he is not really paying attention or wanting to go on with that conversation,yeah guys can be obnoxious and short when is about to answer something they don't really care about ,but in this case i am guessing he simply is not interested.

Yes. If he was interested he'd want to know as much about you as possible. You would not be carrying on the majority of the conversation.
