Male dogs don't care who they breed, mom, sister, doesn't matter at all. He is marking his mom as his own, and plans to breed her the second he gets the chance. Get rid of him, he's demented.

Humping is not always a sexual thing with dogs. They also do that to show dominance. They also show dominance be urinating on another. Maybe the mama dog is getting older and he wants to take over as top dog, at least amongst the dogs. Sometimes you even see male dogs trying to hump other males for the same reason.

First thing, he needs to be fixed. His hormones are telling him that he needs to dominate the house and the other animals in it; including his own mother. If he has been doing for a while, even fixing him might not stop it; kind of like a male cat spraying. Even if you neuter a male cat and he has already started spraying, sometimes he does not stop; it is already habit for him. Don't let this deter you from neutering the dog; it is beneficial to do this. If it continues and you do not mind him being the dominant dog, treat him like he is the dominant dog. This does not mean you should ignore the other dog(s). You do not want them to think they did anything wrong. Ways you could do this is to feed him first, let him walk in the door first from letting them outside and letting him be the first one to go outside. This shows him that you recognize him as the dominant one and his behavior might stop.

The urinating is territorial..sounds bizarre but my unsterilized male dog has done it to me at the beach when another dog has approached.
The humping is not weird at all as my unsterilized male tries to hump my sterilized female at certain times even though she has been sterilized since she was young and they have been bought up together as pups, I'd say the only way to stop it is to have him sterilized as in my experience even a stern telling off from the female dog or myself does not deter him.

You might check your Mama dog for a yeast , urinary or vaginal infection which can confuse him and cause him to ride her, Urinating on her is odd but could just be marking his territory.
