if i use non-fat evaporated milk , vanilla, splenda can i make a fluffy fat free frosting?

I don't know about non-fat evaporated milk, but I do remember coming across a recipe for whipped evaporated milk that I tried and it worked quite well. Unfortunately I can't remember the recipe or the source, but it was fairly simple so try this:
whip one can of evap. milk to whipped cream consistency (I do remember it was more difficult to get to the right stage than cream) add a bit of cream of tartar powder for stability and vanilla and simple syrup for taste. If I remember correctly, you could also add cocoa powder for a chocolate version.
Go to splenda.com for recipe for Splenda simple syrup. BTW - made a chocolate fudge with Splenda that was quite good

No, evaporated milk won't whip any better than regular milk would. You need a higher cream content to make it whip.

Most frosting recipes just use the milk to make the sugar (splenda or corn syrup) and the fat (butter or crisco) and flavoring into a spreading consistency.
