Actually, there are several possibilities. Some vehicles lights are automatic. Daytime running lights are a safety feature. It increases YOUR visibility for other drivers. I'm not sure if this is the same everywhere, but in Pennsylvania, you are required by law to turn your lights on in work zones and in tunnels. Or it could just be somebody forgot to turn their lights off! Maybe they just came through a work zone or a tunnel. If they're on a trip, they may have been driving all night. I seriously doubt if moron is the correct answer. Not saying that many drivers out there aren't morons.....lol

In some countries it's compulsory to have them on all the time, and car makers with a big market in those countries often make their cars so the lights go on automatically; although it isn't legally necessary in this country, we get their cars with this feature built in anyway. It isn't worthwhile to disable the facility on cars destined for the UK.
I notice our buses all have their lights on all the time too, I don't know if that's country-wide or just a local company policy, but it's clearly to improve the chances of the bus being seen (quite possibly an insurance requirement).

To make themselves more visible and to get attention of the oncoming traffic ideally in a single lane two way traffic. As many others have said, it is called Day Time Running Light. It is an option you can get on most new cars. It comes as standard in some cars and trucks. In some California freeways it is mandatory to have your headlights turned on at any time of the day.

Some newer automobiles lights are on due to daytime running lights which are turned on when the auto is turned on, others may have driven thru tunnel never turned off, or in some states in construction zones lights are required, or could just be force of habit for people, I myself occasionally turn them on occasionally during day out of no where! Then again lights should always be used when raining or commuting during sun down or when heavy sun glare is radiating off cars!

some european countries by law require
that side lights on a vehicle must be switched on
either during the day or night
so vehicle manafacturers in parts of europe
make it the default proceedure for vehicle lights
when the vehicle is switched on and the engine is running the side lights will come on and stay on as standard and cannot be switched off until the whole
engine is switched off.

DRL = Daytime Running Lights. They're on all the time, like it or not. They cannot be turned off unless the park brake is applied. Lots of cars have this feature- it's supposed to be for safety.

some people doesn't know more about the automatic headlights on technology which was brought here in our country and even the dealers don't know about that stuff..... that technology was supposedly designed for countries with much more fog density e.g. japan, korea or even in europe... that automatic headlights on technology got a little secret. it serves as a relief for excess current generated by the stator.... if you try to condemn it or put a toggle switch on it, the stator will overheat and then, burn... so don't be bothered if next time you drive the streets and you see a vehicle flashing his lights in a nice sunny day, just smile..

My vehicle has daytime running lights that turn on automatically when the engine is running and the car is in gear... sorry can't help it
