this is simple but can be difficult to achieve. first of all, you already have an established friendship with her - that is the least you have with her. now you want more, and that's totally natural and even great!
the best thing to do is to take her out somewhere fun, or do something that you two really like to do as friends. during that time together, that's when you tell her you like her more than friends. if you're worried about the whole situation, then tell her on the phone, email her, or text her.
if she's really you're friend then she'll be totally flattered that you even want to be more than just friends. she might accept and she might not - but you'll never know unless you ask. and if she is really a friend, she will not be hurt by you asking her.
now, if you asked her out and told her you wanted to be more than friends, and then runs away, then you really have to wonder what kind of friend is she. you'll have to then evaluate whether she can be truly a friend or not.

You don't love this girl........yet. Love is a give and take, wanting to have someone for yourself so badly it hurts is not love, you have to make sacrifices before you can gain.
So far you aren't even willing to risk your dignity, your reputation or the time you spend with her as a friend in order to have a chance at being more.
Until you can accept the possibility of being humiliated, you shouldn't bother.

just come out and tell her
if you 2 have kissed b4 she must have some feelings back.
be yourself and let her know u care about her and want to be with her.

if you think she migght like you the slightest bit then you should just be upfront and ask. but be careful because you dont want to ruin a good friendship because if she says no it may be akward
