When it comes to a credit card the primary accountholder is the first person listed on the account.
If it is a single person on the account - or any secondary account users are authorized user not coapplicants - then the primary accountholder is the person responsible for the account balance.
If it is a joint relationship with the secondary accountholder being a coapplicant then the primary accountholder is simply the first person listed on the account. With a joint ownership then both parties are equally responsible.

the primary card holder is the one the account belongs to and the secondary card holder would be your wife if you let her get a second card or be able to sign with your card on the same account

The account is in your name. If you are on the account of someone else, then they are the primary card holder.

the person to whom the card was first issued to. e.g A credit card with a $5000 limit was issued to Tom. Tom decides to share his credit card with his wife and requests for another card to be sent to her. In this case Tom would be the primary card holder who would be responsible for the debt if the acct. should get delinquency status.

the person who took out the credit , debit, card, in the first place. others who simply are on the card, are not primary.
