I am confused when I see highway sign indicating the slope of the roadway... 6 or3 or5 percent grade for example. Would a 0 percent grade be a plane and a 90 percent grade be vertical? Thanks.

No.

6 percent grade equals a 6 unit rise over a 100 unit horizontal distance

3 percent grade equals a 3 unit rise over a 100 unit horizontal distance

5 percent grade equals a 5 unit rise over a 100 unit horizontal distance

100 percent grade equals a 45 degree angle.

Vertical is an infinite grade.

This will explain it better

6% Grade simply means that for every 100 feet traveled the elevation drops 6 feet.
