It means, when the cops are working together to try to trick someone into cooperating. They pair up, and one purposefully acts like the big mean cop, bullying the person and acting like their going to jail and all sorts of horrible consequences if they don't cooperate. Then the other cop acts all nice and concerned, sympathetic, acting like they understand the person's situation and want to help, but can't unless the person cooperates. The bad cop initimidates the person, and the good cop offers up a person the person can go to and confide in, all in order to get that person to cooperate.

2 cops interview a person, one cop plays like a mean rough tough cop, the other defends the person and plays like a pal just to get the information they need.

Even in real life/ it is when one cop roughs you up and talks tough, scares you,etc.,.etc.,. and the second cop pretends to be your friend. You then revert to the old behavior of asking daddy something you know mommy will say no to and visa versa. This psychology seems to work on us.
