Some people just have a problem asking for anything. They feel that it is an inconvience to ask something of someone.
Girls do this when they are nervous about say to a guy that they want to go out with them, instead they just hint at it.

it extremely is in all likelihood genuine. i'm a woman so i'm not advantageous yet i've got had particularly some adult adult males arise and tell me that a mutual buddy of ours has dropped tricks and then i think of returned and that i understand they have dropped tricks. So its in all likelihood genuine.

Perhaps they don't want to come across as too aggressive or greedy. For some people, being blunt about what they want comes across as having bad manners.

Some people are quite shy; some afraid of rejection, and some afraid of confrontation.
I see that you're speaking of relatives--they may be afraid that you'll back-talk them, or argue with them.

I agree with you, it can be frustrating, my mother does that to me A LOT!!
