Batteries depend on a chemical reaction to produce electricity, and like most chemical reactions, it is temperature dependent. When it gets cold the reaction slows down and the battery can't produce enough current to run the radio.

Cold puts more of a strain on the energy expended by batteries. Cold, however, does better preserve new batteries before they are used. The warmer a battery is while being used, the longer it lasts.

In batteries, ions actually have to physically move from one end to another. Like everything else, they slow down when they get cold.
