Up until 5 weeks old a kitten can drink regular milk. This is because during this time it's body produces the enzyme (lactace) needed to digest the lactose(a sugar) in the milk it normally gets from it's mother.
After it is weaned it's ability to produce this enzyme decreases rapidly and usually stabilizes around 12 weeks. What does this mean? It means that after 12 weeks some kittens are able to digest milk better than others. In the kittens that are not able to digest milk well, the lactose intolerant ones, they will have upset stomachs, gas and even diarrhea.
This is why people say cats should not have milk, but each cat is different. All cats are NOT lactose intolerant. Most cats really enjoy milk. A small amount of milk given occasionally is usually not a problem. For the lactose intolerant ones there is lactose free milk from your grocery store, KMR for kittens, or a new milk called CatSip which is a lactose-free milk for cats.
Edit:
Note: Kittens 5 weeks and under should not be given cow's milk in place of mother's milk. It does not have the proper fats or proteins for kittens. Instead they should be fed kitten formula like KMR, Similac or Just Born.

No. It is way too high in lactose for any cat. If the kitten is old enough to have left mom and litter, (preferably at least 8 weeks), he/she doesn't need milk any more. A high quality kitten food and plentiful supply of water is all it needs.
If the kitten, for whatever reason, has had to leave the mother too soon, then it needs a good quality kitten milk, such as the one made by Royal Canin. Wishing your kitty all the best!

my kittens mother had to be put down due to aggressive behavior and taking a chunk out of my leg after she almost killed one of her kittens, they are 7 weeks old when mom left (this is current 2014) and ive been giving them a lil bit of milk and they love it, all poop is still solid. but i do switch it up a bit with lactose free milk) they are hitting 8 weeks old in a few days and going to new homes. 2 are going together while the other one who is missing his mama is going somewhere else. But i have always given my cats milk and never had issues, i just dont do it everyday

Any milk after it has been weened off its mother is not healthy for them. If the kitten is still supposed to be with their mother then they probably need the appropriate type. Cow milk will make them sick no matter what age.

No, it will upset their stomachs and they will have a bad case of diarrhea. You can buy a milk supplement made by Whiskas at Walmart or even kitten formula if needed.

best if they don't - most cats are lactose intolerant and it can really mess up their digestive system. if they're too young for cat food, get kitten formula at the pet store. otherwise if they're old enough, food & water is best.
