the van was still running when she shut it off, and jumped out of it, and the engine will turn over but will not start.

and by the way the oil is clean, no water in it

well the first question i have is how long did she drive it after the radiator cracked. does it turn over at all, if not the engine is probably seized

Check the oil filler cap. If there is like chocolate malt inside the cap the car overheated and blew a head gasket or cracked a head.

Radiators crack because too much pressure gets in the cooling system and cap cannot release the amount of added pressure.

your wife dont shut the car down, the car itself shut down to avoid over heating and with the overheating, there is some plugs on the radiator call coolant sensors if those sensors dont dettect any coolant the car will not start up (safety feature)

if you add water or coolant and car dont start up then you might need new sensors or maybe your engine was overheat and when that happens the engine fuse the pistons to the cylinder and car wont go (major engine repair)

an ecu scan will help
