Scientific research must be given priority by the governments of countries since these will be used for many purposes that are beneficial to humankind.

50%? How did you arrive at that? Via a scientific approach? Seems unliely to me (a math major in college) that any math process would give such a convenient nd round number.
So if you have no real good reason to justify the number, then why would it inspire faith in anyone to apply it when there are other pressing needs as well?
