Well i mean one person could be flirting with the other but the over could not be flirting back so that is flirting

No, it doesn't take two. One can flirt, but get no response...it typically takes 2 for anything to occur.

It isn't really flirting if the other person isn't acknowledging it.... going with it.... it's unwanted advances then. That's my take anyway.
