since we cant spot reduce body fat the only way for you is lowering body fat percentage
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 400-600cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day (have lots of veggies to eat in between meals if you are still hungry)
8 glasses of water -carry bottle of water with you and when you feel hungry drink it - we often confuse hunger with thirst (our bodies confuse it)
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
cardio is the only fat burning exercise and burns fat all over your body (running, jogging, swimming, spinning, elliptical etc) 4-6 times a week for average of 45min, light weight training a few times a week (more muscle=faster metabolism)
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, ice cream, candy etc) and nothing fried, oily.
of course you can spoil yourself once in a while with a little treat:)

Cardiovascular exercise is the best way to do that. Target toning helps but won't be the cure. Eating healthy, drinking plenty of water and working out 3 times a week or so is the best way to get that stomach toned. I use tae-bo 4 times a week and my stomach keeps getting smaller, along with the rest of me (I'm mostly paraniod about my abs), so I always reccommend it to people.

Good luck!

You should for your height and weight be consuming about 1200-1300 calories a day. Choose foods from the food pyramid about 5 ounces of protein, 4 servings of whole grains, 3 milks (non-fat or 1%) 2-3 fruits and all the vegetables you want.

Make pancakes even healthier with the help of mashed baked sweet potato, several pureed spinach and blueberries, or even cooked quinoa.

Well I used to have stomach fat too..
I went to Walmart and bought one of those yoga
balls to do my crunches on. They are so awesome!
And much more comfortable to do crunches on
than the floor! I have noticed my belly got alot
flatter. So you should try that.
