After I moved to New York, I still kept all my car related paper work in Rhode Island to save on car insurance. When I tried to renew my registration plate online a couple days ago, I found that I 've been blocked due to "municipal tax passed due". Since I don't live there any more, I don't want to pay that, but on the other hand, could it affect me in some way for not paying it?

Since you didn't de-register the car in RI and register it in NY, you still must pay the tax!

FYI, not notifying your insurance company that you have moved is insurance FRAUD! At the very least they'll deny coverage if you file a claim. You could be prosecuted for driving without insurance since the policy is technically void. The worst case scenario is that you could be prosecuted for insurance fraud, especially if you file a claim and state that you still live in RI on the claim.

You are also in violation of NY law as you are required to register your car in NY and get a NY license within 30 days of establishing NY residence.

Get your car registered in NY and get your NY license and insurance. Do NOT drive until you've done that! Oh, yeah, and pay the RI tax as well; you still owe it. Price you pay for trying to get around the rules.

You don't want to pay Rhode Island municipal tax and you don't want to pay NY insurance. Guess what, you can't have it both ways.
