Who says they didn't? Compared to the first creature that would qualify as a monkey, modern monkeys are "Super Monkeys".

Organisms change over time, due to selection pressures from their environment, but also within the confines of natural laws. We'll never see monkeys that can dodge bullets or shoot laser beams from their eyes.

if evolution were true, cockroaches would have changed in the past 350 million years. But they haven't.
