I find there is no one best place and that shopping around is necessary. I usually look through all the ads for places like Best Buy, Circuit City, CompUSA, Office Depot, Office Max, Wal Mart, K-mart, etc. Sometimes you can find things that have been drastically marked down and dirt cheap. I also use ebay but only if I have done my homework and know for sure what I want. Online shopping can also score you some good deals but again you have to do your homework as you can't examine what you want to buy like you can at a brick and mortar store.
Another thing you can do if you can wait is look at the Black Friday ads (day after Thanksgiving). You can find some amazing bargains if you're willing to go early and stand in line.

definitely the internet. newegg usually has some good stuff cheap. office depot has really good web only rebates. never buy stuff used and never buy electronics from a site that seems shady or you havent heard the reputation of. i would go to newegg.
