My guess is turn signal switch is bad... does the third brake light work but not the others? then that would be the issue..common problem in the past

I had the same issue, couldn't shift from park without bypassing interlock, the fuse was good, so I verified that the lights & wiring were good by removing the brake switch connection and jumping the leads.....that checked out so the\at told me it was definitely the switch.

I removed the switch and opened it up and noticed that the connection pads were corroded, I removed the leads with needle-nose pliers and filed the corrosion off, put it back together and I'm up and running. Brake lights work fine, I can now shift properly ...... total time to repair (once problem isolated) was about 20 minutes

Sounds like an electical problem. Get to an auto electric shop and have them diagnose the problem, it is likely in the steering column or could be related to the brake light switch. It should be easy for the pros to diagnose, assuming there is no warranty or recalls on this vehicle, but you should check with Ford first. Ford recently had a recall of hundreds of thousands on Lincolns and Fords in August where the emergency flasher wiring was defective and caused similar problems and is a fire hazard.

Try this first, work the hazard switch a few times and see if the lights work, Sometimes the hazard switch can get caught in a netrual place and cause the lights not to work. Seen this many times.

check your wires right over the hump in the rear of the frame (they are known to wear there) OR there is a plug-in back by the bumper (driver's side) that could be corroded ESPECIALLY if there is a trailer plug-in.
