To make sure doctors give good care and nursing homes are clean and safe. To protect the public's health - such as in the case of a flu outbreak. To make required reports to the police - such as gunshot wounds or suspected child abuse.

It can NOT be used to marketing or advertising purposes, or given to your employer.

If a person's medical records are required for legal purposes (such as needing therapists' notes for a homicide investigation) a subpoena is required, even if the doctor is willing to help, they need it. (That I know from personal experience.)

If it is court ordered, for whatever reason. Or if you go to apply for life insurance, they will check your medical history also.
