I'm planning a birthday party for a 12-yr-old girl. I don't know her interests, but I do know that she wants to keep it at home. And we don't have too much money.

Have a slumber party!
All you'll really need is some popcorn, a couple of pizzas, and a movie or two.
Your daughter's friends will bring everything they need, so not much preparation will be needed!
The girls will have a blast, and for the most part entertain themselves=)
If and when they get out of control, be sure to have some extra games/activities planned.

Examples-

Don't bake the cake/cupcakes until the girls arrive.
They can help bake & decorate them, and will be sure to enjoy it!

Buy a gallon of icecream, and let them make their own sundaes.

Let them give each other makeovers, along with pedicures and manicures! Buy some inexpensive stickers that they could put on their nails for extra decoration=)

Make a fun, mixed cd, so the girls can dance, and sing karaoke!

Have board games handy so the girls can play some games if they get bored!!

Even better, you could have each girl bring something!
A game, makeup, a snack, etc..
it will add variety, and make it a little more interesting=)

Good luck!!

For my daughter I bought a pink plastic table cloth from the dollar store & some fake pink flowers & stuck them in a vase in the middle of the table with some white candles. Also bought a 6 pack of pink (plastic) champagne glasses for $1.00 & filled them w/ kool-aid. You could make sloppy joes, hot dogs or even peanut butter & jelly sandwiches. Maybe a strawberry cake from a box and some white frosting with the confetti sprinkles in the cap. Don't worry about party hats, streamers, balloons or loot bags. What ever you can afford will be enough just to show her that you care enough to have a party for her & invite her friends. Girls that age probably like to play w/ make-up & paint their nails. Or there are recepies online to make face paint really cheap. Maybe let her pick a movie for them all to watch if they are staying the night from Block Buster or something. Let them camp out in the living room & gossip & tell ghost stories or something? Hope some of these ideas are of use to you. Good luck! Get ready for the screams & giggles!! I remember when my daughter was about that age & they would tell ghost stories & run & scream at the top of their lungs! Lots of fun! :)

If she like High School Musical 1 or 2 you can get a whole bunch of party supplies at walmart for that theme and the kids could come as charecters from the movie and have a karaoke challenge

Hum I would just go with cake ice cream pretzels and potato chips. That is all I ever had, it was good enough for me.
as for a gift for a 12 year old girl, maybe one of those Barbie dolls or something like Barbie. Usually you pay for the name there is probably a Bambi or Barbra doll that looks just as good and is half the price.

Maybe also rent a movie or get one from the library in case things slow down. Have some popcorn and soda to eat as they watch the movie.
