My current version of MAC is 10.3.9. Is it possible to upgrade it to 10.4 online for free?

No. You need to buy Tiger 10.4.

But 10.5 is coming out this month so I'd wait.

You seriously can't believe Apple would give out OS X for free? Just wait for OS X 10.5 Leopard, I heard it will be great.
