I was wondering if it would be legal to open a site and have two people put in ten dollars each and then each person plays a game and who ever wins the game gets the money, is this legal or is this like betting?

That's gambling. The only kind of gambling an American company can offer in America is horse race betting, certain lotteries, certain fantasy sports, and the stock market.
But betting on a game, even if it is one of skill, is still betting and would not be legal for an American company/individual to operate.
