The first question would be do they want to come here temporarily or move permanently?
Then they should decide what purpose of their coming here? Tourism, work, marriage, education, etc.
There are different types of visas for each purpose and each have a set of criteria that the applicant will have to meet to qualify for the visa.
Go check this list to find which visa type the 'someone' qualifies

Unless it is K type visa there is not much you can do to help them directly in the process. If it s a B type visa you may file an affidavit of support.
Other than that you can only assist by providing information to the applicant. Most of the process would depend on the applicant and the US Consulate in Egypt.

As noted earlier, there really isn't anything you can do to help someone apply for a tourist visa. You can write a letter of support, you can promise to help them and let them stay with you while they're here, but while that may make you and your friend feel good for a bit, it really has no impact on the interview or the final decision. Under US immigration law, every visa applicant has to show strong economic and social ties and prove to the satisfaction of the interviewing officer that they will return after a short stay. So, the burden is on the applicant, and you don't really have a role to play in this.

they have to apply for visa in Egypt, probably Cairo at the american consulate, there the officials will tell them the entire process and costs involved, until they know that, you cannot help them, in this case, they must help themselves.
