If I send my Calif plates back to Calif can I get a rebait? If so where do you send them?

Technically, the Nevada DMV is required to take your CA plates from you in exchange for your NV plates. Since you're in LV and not Northern NV, I'm not surprised they didn't. You have no legal responsibility for the disposal of your CA plates, and if you send them to the CA DMV, they will most likely send them back to you.

BTW- be sure you hold on to your NV plates. If you lived in CA for a while, you're probably used to getting new plates when you buy/sell a car. In NV, plates are tied to an owner, so if you sell your car and buy a new one, you keep the plates to put on the new car. I know people that used the same plates for decades on more than 10 cars! (Legally!)

No, they cannot be reissued. Just make sure you keep them in a safe place until they expire or cut them up and dispose of them. You don't want someone stealing and using them.
