As far as I know it is true. Which makes sense really. I think any Christian can baptize.

Actually, ANYONE- even a nonChristian- can baptise in case of emergency, as long as it is what the person baptosed wants/ would want.
All that is required is flowing water and the words I Baptise you in the name of the Father and of the Son and of the Holy Spirit.

Yes, this is very true but I was told by more than one Priest that you can baptize at anytime. I have baptized children that I was doing childcare for as they were brought up in a Satanic Household and I wanted them protected plus I could tell the nutsy parent what I had done and the children at that point did not participate in anymore of the awful things that they had been forced to do at 2,3,4, of ages any longer.
If someone tells me that they have never been baptized but didn't want to do make a big to do about it, I have been asked by adults to do it for them and I do it without a blink of an eye. So, the answer is very much yes.

I'm not a theologian but was taught in Roman Catholic school that any Roman Catholic, if they are in a state of grace, can baptise a person who is at risk of death. I was also taught that, for baptism in extremis, holy water isn't needed that plain water will do and if that is not available then any liquid will do.

True, according to official Catholic doctrine. In fact, even an atheist can perform a baptism in an emergency (if you can find one who'd be willing to). Such a baptism would be considered just as valid as any other.

It is true that only in the case of imminent death a child or an adult if he/she so wishes can be baptised by the laity - I stress this is only in the event of imminent death.
