Why does there have to be a required test of the system each week or month? What if the test doesn't work, can the television station tell that? Those tests are the worst no, with their scratchy tones?

Well they have to test it as required, it would be too bad if it didn't work when it was needed. To answer the 9/11 thing, problem is when the towers were hit, the TV stations in New York all went off the air because that's where their TV transmitters were, on the roof of the Trade Center.

Those tones are designed that way, they use the same tones on the weather radio stations as well, as for those required tests, they are required under Federal Law. It's not the station's resposibility for them, the cable companies, such as Comcast to deploy them.
