Any permanent resident can apply for citizenship in the US
Joining the US Navy will not guarantee you citizenship, but it will help a lot.
The President is not generally involved in the process.

On day one of active duty a presidential order permits you to apply for citizenship.

Sorry, I didn't get it that you were a permanent resident. You should ask your questions of the Navy.
