Have any condicion that the USPresident can give a Citzenship to a resident permanent? i am a foreign dentist?

i am a permanent resident, and i will joing the Navy.I would like to be an officer

Any permanent resident can apply for citizenship in the US
Joining the US Navy will not guarantee you citizenship, but it will help a lot.
The President is not generally involved in the process.

On day one of active duty a presidential order permits you to apply for citizenship.

Sorry, I didn't get it that you were a permanent resident. You should ask your questions of the Navy.
