Yes, indeed. The Bible is frightening in many places.
…Vengeance belongeth unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people. It is a fearful thing to fall into the hands of the living God. (Hebrews 10:30-31)
The fear of the LORD is the beginning of knowledge… (Proverbs 1:7)
…but to this man will I look, even to him that is poor and of a contrite spirit, and trembleth at my word. (Isaiah 66:2)

Hell is being under God’s anger for our sin, and eternally, will be more horrible than one can imagine. Hell will be:
1. A place of eternal torment:
And the smoke of their torment ascendeth up for ever and ever: and they have no rest day nor night… (Revelation 14:11)
2. A place of darkness:
A land of darkness, as darkness itself; and of the shadow of death, without any order, and where the light is as darkness. (Job 10:22)
Then said the King to the servants, Bind him hand and foot, and take him away, and cast him into outer darkness… (Matthew 22:13)
3. A place of fire:
For a fire is kindled in mine anger, and shall burn unto the lowest Hell… (Deuteronomy 32:22)
And whosoever was not found written in the book of life was cast into the lake of fire. (Revelation 20:15)

The concept of hell has been evolving for thousands of years.

Revelation 20
10 And the devil, who deceived them, was thrown into the lake of burning sulfur, where the beast and the false prophet had been thrown. They will be tormented day and night for ever and ever

That last part was possibly added to scare people (this is only said in the sense that angels are immortal beings so therefore their torment is supposed to be eternal but if it is spoken of second death means is final). The devil is (opposition to God - a figurative entity) The false Prophet is (False religions, and leaders who are not eternal) And the Beast is joined spiritual social structure)

Because the beast is not a real entity, but a social system representing satan's organization: Revelation 17
The Woman and the Beast. The beast came out of the water second out of the earth, the waters are are peoples, multitudes, nations and languages, it represents the evil in men and the world exercised through evil angels.

Revelation 21
8 But the cowardly, the unbelieving, the vile, the murderers, the sexually immoral, those who practice magic arts, the idolaters and all liars—their place will be in the fiery lake of burning sulfur. This is the second death."

So hell is the second death, which means no chance for resurrection, dead forever. Past, forgotten. finito.

Yes, the idea of hell was meant to do this to people.
The only payment for sin is death. But God is merciful.

EDIT:
Although satan and the false prophets are trying to make fulfillment of this prophecy in terms of a Nuclear Holocaust, by pushing the nations in the wrong direction, God is great to make his mercy in the true Jesus. The nations will come to understand that there are better energy resources, and that Nuclear power can cause devastation of the Earth.

There are 162 references to HELL in the New Testament alone, over 70 of those spoken by Jesus Himself.

" He that believes (the gospel) and is baptized SHALL BE SAVED; he that believes not SHALL BE DAMNED ". - Jesus

"So shall it be at the end of the world: the angels shall come forth, and sever the wicked from among the just, and shall cast them into the furnace of fire; there shall be wailing and gnashing of teeth". - Jesus (Matt. 13:49)

Jesus called it a literal place of REAL torment.

Absolutely, besides what other torments Hell has the very fact that it is totally without love is frightning indeed and so only hatred and absolute anger reign there.
