Louisiana, hands down.
Witness the billions lost to corruption since Katrina.
This is not money lost to mistakes or inefficiency...it is lost to theft by bureaucrats.

Vermont, they wanted to become their own territory at one time, and have some extreme people in charge over there it seems like.
Louisana has alot of problems too we have seen over the last couple of years.
Michigan has a horrible governor with (D) Jennifer Granholm, waiting to the last minute to coming up with an agreement for a budget and then threatening to close down all state operations, which would have basically ruinined Michigan their casino's, welfare, lottery, unemployment etc, it would have been horrible for the citizens of the state so basically she tried to make it look like she was the hero, and almost hurt the people she is supposed to serve.

It has to be NJ. They raise taxes every year, and for what? God only knows. Every treasurer has been indighted in the last 50 years, save one who died before indightments were handed down. People think Louisiana is bad, but that's just because of New Orleans. Every town in NJ is as corrupt as New Orleans!
I can tell you where I live property taxes went up by a factor of 4X. Sewer taxes went up, the utility company says they haven't seen a bill paid in 6 months (where does the money go?!). The local government awards no-bid contracts for facilities we already have. They are building a new senior citizens center underneath the airport (what wisdom on their part...). We already have a senior citizens center, and it's only half full.

I don't think any state has an inherently corrupt structure. In the Northeast, at least, it certainly seems as though New Jersey has the most pervasive corruption, at the local, state and federal levels.
Funny. If your intent was to get 50 different answers, you're well on your way.

New York, no doubt about it. It is basically a three man show. The Governor, The majority leader of the Assembly and the majority leader of the Senate. Nothing gets put up for a vote without their approval and the representatives in the houses are puppets. No bill put up for a vote in the last ten years has ever failed to pass? What are the odds?.....

New Jersey, which just happens to be run by Democrats, and notice the corruption trail hasn't even been covered by the media. If it were republican you'd hear about it, every secound of every day, but since it's the dems, not a peep.

Without any doubt New York, with a close second Louisiana.
With dishonrable mention to Massachusetts, Teddy Kennedy and John Kerry, come on people, I thought you were supposed to be intelligent in the great state of Mass.

Louisiana has always been notorious for it, and the city of Chicago too. But I don't want to say that it's bad for all of Illinois. Just Chicago.
