Because they receive an increase in the standard deduction that is not available on the EZ.
It is to their benefit to do a 1040A or 1040.

It is a major health risk for the blind person to fill out the form and can result in death.
Basically, the chemicals secreted from the 1040-EZ (Rhenium, Berkelium, and Actinium) conflict directly with law No. 751d in that "...any exposure to Rhenium can and will fatally constrict the veins in that blind person(s) body. A paramedic should be contacted immediately if such an incident were to occur..."
Rhenium only affects blind people. The chemical is only found in the 1040-EZ and not in the 1040-A or 1040. I've seen a few severe cases in which a blind person filled out a 1040-EZ and ended up with leprosy.
I hope this answered your question.

They can, but they lose out on a small additional standard deduction amount if they use Form 1040-EZ. They get that if they use Form 1040 or Form 1040-A

bostonianinmo has explained why.
But "Why can't IRS come out with a form 1040 EZ that can also be used by blinds?"
