i am both a Filipino and US citizen. Do my Philippine earned income have to be taxed by the US goverment? If I reside in the Philippines, do I have to pay US taxes?

I believe you have to file an informational return only.

Yes, you sure do. The United States taxes its citizens on their world-wide income no matter where they live. Certain deductions may be available to you that Americans living in the states can't take, but yes, you have to file each and every year.
