..hmmm...very good question. I hate cats but it's still a good question. I think cats should have a leash law, just like dogs. The neighbors cats dig and poop in my flower bed - I hate them. When I see them, I let my 2 labs out to chase them away. thanks for letting me vent. Have a nice day. ♥

It is a nerve response; they love to be scratched at the end of their bodies, just before their tail, as well as under the chin and between the ears.
It is a cat thing.

When the kittens are very young that is the only way they can reach their mothers underside to let her know they are hungry. This habit eventually becomes permanent so patting them on the butt just causes a natural reaction.

Isn't it way cute?

It's to position themselves for sex. A male cat will "chew" on the females back to get her to move her tail and raise her butt up for him. It's instinctual.

Just like it is instinctual for a human to get the urge to poop when the low back is rubbed in the right spot.

That area is packed with nerves and therefore a very sensitive area on a cat.

It's a sexual thing for them. When they are getting ready to mate, the male will bite her back and her neck to get her aroused, believe it or not. If you scratch hard enough, they will meow in pleasure and agony at the same time, be careful though, like males, you have the opportunity to get bit pretty hard by doing this.

I think it's because there are scent glands just around their tail and they want to push against your hand to stimulate them.

i don't know for sure but all of my cats do that. my husband calls it their sweet spot. maybe it's just a really sensitive area. kind of like how humans are ticklish on certain parts of their body.
