like say i wanted to see through the cctv cameras in hastings or london or something i cant see that being illegal so is there anyway i can on a website or by downloading software

To get back to your question though, there isn't one site that contains them all. Shame really, because that would be good.
What I would suggest is to search "uk webcams" or "london webcams" or "whatever town you're in webcams"....you get the idea.
Give it a go!
The BBC's site has a few aswell....afterthought!
