Yes. As long as it is not already an international case, such as you living and working in Canada, and the child living in the States. If the child's mother finds out what country you are working in, she can contact the Child Support Enforcement in the States and they will do their best to sway the government of whatever country you are in to take your money for child support.

If your support payments are in arrears more than $2,500 you can't get a passport. Since you need a passport to enter a foreign country, the answer would be no.

You wouldn't be able to get a passport if you have a high amount of overdue child support, so wouldn't be able to get to the other country to work there.
