what can i do to make him like other people touching him when we go on our walks!!??

Why do you want other people touching him? I mean - if doesn't seem to enjoy it, then?!?
Also - is he still a puppy, who is simply scared of strangers?
Don't force him to do anything he doesn't enjoy...

Pay him for tolerating other people. This is what a dog understands - that the presence of another human = really great treats.
In the meantime, it is your job to warn people to stay away. Do this in a happy voice - don't let your dog interpret your nervousness as more of a reason to be upset.
Do not ever force your dog to submit to people touching him. This will create massive problems, and your Vet will be very upset with you. Imagine how impossible it will be at the vet's office if your dog's fear turns into aggression.

Are you the first owner of this dog? It sounds a lot like a reaction from a dog who was abused. I have met a few dogs that were abused by previous owners and they are all the same way. They won't let people near them, and act very fidgety around people. My uncle's dog won't let you touch him anywhere but behind the ears, and even then you have to persuade him to come to your hand so you can scratch him. I have a friend whose dog won't go near any men or boys, just women. Not even the father of the owner who the dog lives with will she trust.

take his favourite treats and let the ppl who walk by give it to him,mebay this will teach him that nothing bad comes from other ppl.
