I believe it is referring to the Blasphemy against the Holy Spirit. Once a person has comitted this one sin, spiritual death is assured and there is no longer any need to pray for them, in fact it is a waste of time and energy. What's done is done, there is no remedy. Pray about something else instead.

Verses 16-17 illistrate the kind of petition we can be sure god will answer (see vv. 14-15) "sin that leads to death" in this context of the letter directed against ghostic teaching which denied the incarnation and threw off all mortal restraints, it is probable that the "sin that leads to death" refers to ghostics adamant and persitent denial of the truth and to their shameless immorality. thi kind of unrepentant sin leads to spiritual death. another view is that, because the believer continues to sin, god in judgement,. take his or her life (1 cor. 11:30) in either case, "sin that does not lead to death" is of a lesser serious nature.

The context of this scripture is in reference to a fellow Christian. Sins that do not lead to death are the sins that we will humbly acknowledge and repent from. The sin that leads to death is the sin that we justify and will not repent from. Pride, ultimately separating one from God.
