You must file an Illinois return if you need to file a federal return, or, for most people, if you have income greater than $2000.
If you really meant federal return, the state has no effect on it. See the many other good replies to that same question. It depends on the source of income and whether or not you are a dependent of someone else.

Depends upon your age, dependency status, and filing status. If you're a single taxpayer, under age 66 and not the dependent of another taxpayer, the magic number for 2007 is $8,750.00.
Federal filing requirement amounts apply world-wide. State filing requirements are usually less. The worst is PA where it's something absurdly low, like $30.00.

Geez, what a bunch of wrong answers! Bostonianinmo is correct, assuming that the earnings are from a job where they take out social security and medicare - if the income is from self-employment, you have to file if your income is over $399.
All of the other answers so far other than Bostonianinmo are WRONG.
