Well guess what? You get to decide.
Some people think one thing, and someone else thinks something else. They can be used for both or neither. Some times they are just used to play a game of tarot. Sometimes they are used a part of a spiritual journey.
There isn't any one or right answer to this, just what an individual decides for themselves.

Tarot cards were developed in 14th century Europe as a card game. It is still used for the same card game in Italy and France. Tarot cards were not use for fortune telling until the late 18th century in England when a few mediums began to use the European game cards because of their fancy portraits. The best use for Tarot cards today, is to play the game. They have no fortune telling ability, that was just made up by some English con artists to rip off their rich clients. Now watch the present day mediums all give me a thumbs down for telling the historically accurate truth about Tarot cards.

Tarot cards are generally used to embrace all 3: past, present, future. The most common spread, the Celtic Cross spread, consists of 10 cards and emcompasses the recent past, present and near future (up to the next 3 months).
Personally, I have my own tarot card reader whom I consult on average, once in 6 months (or whenever the need arises). It is best to go for a reading whenever the urge arises badly and you need to find some sort of solution or advice to alleviate yourself from the worry, anxiety etc. This is when tarot reading is at its most effective. Pre-planned sessions way in advance are not recommended.

You can use Tarot cards to get information on happenings in the past present and future, but they are only tool to help you see the many possibilities that are out there for you. In the end, you choose the path, NOT the cards.

The tarot cards are best used to understand the situations you are in. The ONLY way that the Tarot "predicts" the future is by showing the MOST PROBABLE course if things remain as they are.
The mechanism by which this happens is unclear and there are differing theories about it.

Tarot cards can only give you a possible outcome. They are best used to gain insight on your present life.

Tarot Cards, at least scientifically used as by the Psychologist Carl Jung, are used to open up your understanding of aspects of your own mind that you may not be totally aware of. They're a mind expanding device, and a self-psychotherapy.
