Several ways.
Some police departments will accept guns and dispose of them for you.
If not a gunsmith will take it off your hands and salvage any parts then cut the frame up in pieces.
You could also call and see if they have a gun turn-in in your state or area. They will give you money or gift cards for the old unusable gun.
But I would first take it to a gunsmith and have him check to see if there is any cartridges in the chamber/s. Then it would be safe to do any of the other ways.
Also just rusty is not enough reason to dispose of a gun. Even rusty guns can be cleaned and repaired and be usable.

A local gun shop will likely take it off your hands for you.
Look up local listings for 'guns' and call a couple to ask if they will take it and give you a receipt if you want one.
I'm not sure where you folks live, but around here the Police do not operate a firearms serial number check or disposal service. Here, they simply direct you to the largest gun shop in town.
Unless you live in NY or Cali and a few other places, there is no such thing as "registration".

As a Gunsmith, I take in old guns for customers and cut them up with an acetylene torch while they watch/wait. All the local Gunsmith's in my area will do this as a customer service. I usually give them the cut up parts in a bag once cooled to dispose of as they wish. The State Police and Municipal Police also will destroy them at no cost, but they must be taken to a police station and they will not have an officer respond to your house to pick them up for disposal....

If you take it to the fellow below and he destroys it, you'll both be charged with evidence tampering at the very minimum if the weapon was ever used in a crime and it can be traced to you. Any gunsmith will know that. Evidence tampering, receiving and destruction of stolen goods etc etc etc.
Your best bet.....your ONLY totally legal and BATF suggested one....is to call your local police dept and ask if an officer can pick it up or where you can drop it off. Call and ask first before transporting it! In some states, even having it in your vehicle is a crime.
Before surrendering it, make sure you take photos of the weapon and record all serial numbers/info on it. Get a receipt!

Some gunsmiths will take it just for the parts. If not, any law enforcement agency will take it. They confiscate and destroy guns on a regular basis and would not mind destroying your.

take it to a gun shop and try to sell it. you might not make any money on a junk gun if you have high transfer fees in your area, but at least you wont be surrendering it to the police. they would probably charge you with every crime in the book and see what sticks.

I found an old rusty gun once, my husband took it to the sheriff's office, he told them "didn't know what else to do with it."

Call your local police department - they will give you instructions. In no way should you just bring the handgun into the P.D., though! Just call them, and get instructions - they will pick up the gun and dispose of it.
