You could make paper blocks. Let your 5 year old color the paper, then cut the paper out to make that t shape so that you can fold the paper into blocks.

I'm a huge fan of books for small children. Could your 5 year old draw some pictures, and perhaps dictate a story to you, to make a book for the 2 y/o? It could turn into a really sweet story, and years from now it will likely be a treasured item. Just buy a marble notebook and I'm sure you already have markers and crayons at home already.

Wal-Mart has these cute little dolls in a bag. It comes with one outfit, the baby of course, and a little plastic bottle. They are like $5. This is a great gift for a 2yr old.

Go to a dollar-tree store or 99 cent store and put together a gift bag or basket of cute toys, eating utensils, cups, bowls, etc. You can probably put a cute gift together for about $10 that looks about $30 worth. Good luck!
