Both of the previous answers are correct.

However one other thing to bear in mind is that any repair you may install may not be the solution.

What is causing the bubbling? Is it a reaction of the sealer? Was it installed before the concrete cured all the way? Is there some sort of gas bubbling up through the concrete?

Some sealers will bubble if they are applied before 28 days after the concrete was placed.

If the sealer is like a rubber coating it may be bubbling up with a gas or liquid that is coming through the concrete. (concrete is porous)

If you don't know what the cause is the repair may have to be reapplied.

You will have to get the old sealer off. The best way to do this is using a floor sander. Use a respirator while you do this. Once the concrete is clean and bare, you can re-seal it.

go to homedepot and they will show and tell you how to do it and its free to find out they are good at showing how to do stuff.
