you can purchase a little hand held steam cleaner and get the pet oders for it.
if not..
Woolite pet stains and oders is a really really good one.. you can purchase it at any local walmart. Comes in a spray and aerosol can.

getting out the urine is not a problem a steamvacume will do that. but getting that smell out of the carpet will be a challenge. we moved into an apartment where the prevous owners had a few pet stains on the carpet and the manager steamcleaned for us before we moved in, but we bought this perfumed powder to get rid of pet oders, get the cat into a different room, and all little ones, put on some slippers/shoes yourself, and sprinkle the powder on the carpet and let it set for about 5-10 minutes, then vacumme it up, then its safe for you and the pets and kids to walk on. makes the house smell great, and if you vaccume like every 2 weeks once you use up the powder your problem should be fixed.

They have several different brands for ridding your home of pet urine. Vets usually carry a very good one. The sad thing is that when the weather turns more damp that the smell may come back. It really is hard to get rid of! Cats urine is really hard to ever get out of your carpet. We ended up buying a new one. When you are in the house with the smell you tend to not notice it after cleaning it all up but when you leave and come back into your inclosed home, then you can smell it all over again. It is not as strong after the cleaning but the odor seems to come back ever so often. Sorry to say.

We bought Nature's Miracle and tried a bunch of different things. The smell is still there. We are going to prime our sub-floor, buy waterproof under padding and brand new carpet. In the humid summer weather I could still smell the cat urine. No one else could, but I could, yuck.
We are priming the sub-floor and getting water proof under padding so the smell won't come back when we get the carpet cleaned in the future.

I also use "Natures Miracle for cats"
However, prior to using it, i first blot the area as much as possible to get up all the wet cat uringe.
then I wash the area with mild soap and water...blot the area again...then spray generously with Natures Miracle.
Let dry completely...then spray again generously with Natures Miracle.
I have only had to do this a couple of times...and i do not have a smell.....my landlords have come into my apt and they have commented on the fact that you cannot even tell that i have cats.
The key is to clean up as much as possible before spraying the Natures Miracle...

There are some products that you can get at the pet store specifically for this. The best thing is to try to eliminate the problem. Clean litter boxes, neutering, checking for urinary problems etc might help.
