It's called the Eye of Providence, and it's supposed to visually represent the phrase "Annuit Cœptis," or "He (God) has favored our undertakings."
It's also a Masonic symbol which is similar to the Egyptian Eye of Horus, and for that reason a lot of implications have been made that it has a hidden meaning as the 'all seeing eye'. Maybe it does. If you look at a map of of Capitol Hill and the White House area in Washington DC, you can see a pyramid shape in the street layout, which terminates with the shape of an owl... also a symbol of an all-seeing deity.

The all seeing eye meaning that God is watching over the land. The land that is symbolize as pyramid, the pyramid is chosen because it unite at the top pointing to the sky "as it were pointing at God". Therefore, this show that we are united under God.

This was a symbol that was used by the Free Mason.

This go way back since the time of ancient Egypt, the god with the all seeing eye symbol is "Ra".

ive heard many definitions of the symbolism .. one of the biggies is its related to the illuminatti and super secret societies with aspirations to control the whole world mainly through finances ..
