yesterday i had no dialtones, and then all of a sudden after calling from my cell phone and reporting it and told i would be charged if anyone came out to fix it, they started working again (like 30 min. later). so i called back to cancel it, and they tried to sell me something.

The simple answer is yes. That is what they are in business to do is make money. They work on broken things to make money and at times the may even break things that need to be fixed to make money. The real issue is that there are no Ethics training for busness here in Americia. Numbers drive everything and sometime you have to create work to get the numbers you need to get.

NO, especially not for landline services provided by Verizon, or your RBOC....

the charges that they told you about, would only occur if the trouble is INSIDE your home... so how would they get into your home and mess up the wiring, and/or phones to charge you for a service call? any trouble outside your home, before the dial tone gets to the NID is always free to repair...

when your dial tone was out of service, it is possible that the phone company was doing work in your area, and your line was disconnected temporarily while they did repairs, or perhaps you have a defective phone or intermittent trouble on your wiring either inside or outside..

they are required to advise you of any possible charges, and ask you to attempt to test your phones yourself so that they do not need to send a tech to your house....

when you called back to cancel the repair, the person on the phone who "tried to sell you something" was proballay just trying to meet a sales quota, perhaps for a new service or feature... or maybe they were just trying to sell you wire maintainace so that you would have insurance against inside troubles and not get charged for a visit if the trouble was inside..

I had to take my phone back to the store because it wasn't working properly, They took it away & then told they wouldn't fix it because my warrenty didn't cover water damage (wtf? I only had it for 4 weeks) Anyway I took my mobile to an independant mobile repairer & they told me that stores will alway say water damage to get out of repairing phones for nothing. Turns out my phone wasn't water damaged, the speaker cable had been cut.... hmmmm?
