I heard this line, "harm none do what thou wilt." and you can do what you want as long as nobody gets hurt. But is there an exception to this law? Like, retaliation, punishment, justice, or to defend yourself?
- The kids in your english class, points at you and calls you a freak, even when you tell them to stop, they say what you gunna do cast a spell on me(Yes I will, to shut you up.) Hey, did you know this girl eats goats. They videotaped me when the subs in the bathroom. They spilled coke on me, I got into a fight with this kid who wont leave me alone. They even promised to send the video to myspace. They did. I was crying and at the same time pretty pissed off, I really want something bad to happen to them, to get sick/die. To punish them.
"Yea yea yea, i know your gunna say go talk to your teachers what's going on. I would do that, if schools are doing their jobs. It'd happened under they nose, and they not gunna do any thing.
My point is can I at least punish them?

If you can't harm anyone, can you at least do it out of justice. If someone on the news killed 33 people and if he still alive, would at least do something to him? He desevered it.
Thos kids deserve a taste of magick, I really want something bad to happen, at least as a punishment. I'm removing negativity, THEY ARE the negativity,
I'm not ranting, I'm just trying to see if there is an exception to harm none.
Is there?

I remember trying this 2 years ago, when this boy threw an egg at me, called me loser, tripped me, and did really mean things, so I made a dolly made out of aluminum foil, stuck them together with staples, stabbed the head and with paper clips. Stomped on him. threw it in the toilet, (did the business) then flushed him. I didnt see him again since, but I didn't feel anything bad happening to me.

First of all,
the entire point of the Rede can NOT be summarized to "harm none".
The thing is, you'll get back what you give. sometimes in ways you'd have never even figured.
Now i understand being upset, hurt, pissed, etc.
but it'd be a lot more worth it to just be more mature and let them be stupid and ignorant. One day they'll either grow up or suffer from the fact that no one wants to be around people like *that* when they're older. Now it's funny to some of them, it impresses some of them...but when they're older, no one will find it quite as amusing.
keep your head high hun, you know what you believe, you know what your faith entails and you know that you're an individual. if anyone can't deal with that, they don't deserve to know how great you really are.

Well, "harm none" is a Wiccan dogma, and not all practitioners of Magick are Wiccan. Lancaid and Kclightman already gave you excellent answers, but here's my $.02.
You are perfectly within your right to use Magick to defend yourself. This situation, however, might be best approached through mundane means. Let the teachers know you are being harassed. You might also want to learn some form of self-defense such as a martial art.
However, at this stage in your life the "broom closet" may be the safest place to be. Try not to draw too much attention to the fact that you are into this stuff. You'll just make yourself into a target. If you do choose to use Magick to silence your critics, or to protect yourself from their abuse, do not advertise this fact. Do your spell, but keep it to yourself. Magick is there to strengthen and empower us, and to help us in the realization of our True Wills. It is not meant to be used for attention getting, to show off, impress, or freak out the normals. It is a very serious spiritual discipline.
And when you get to college, being a "freak" is a good thing. You'll find your place then. That's what happened with me. Junior High and High School were hell. College was awesome. Look forward to that.

The "line" that you heard is "An it harm none, do what thou wilt." It means to consider carefully your actions prior to doing anything. It doesn't mean simply "don't harm others", but also means that you shouldn't harm yourself either.
As someone else pointed out, preventing harm to yourself is also important. What many witches do is a spell called a "binding". When repeated attempt at trying polite means to tell people to leave you alone have failed; when people continue to harm you, a spell of binding can be employed to prevent them from doing harm. This is usually considered somewhat of a major step or escalation.
It does not seem at the moment, that you have practiced enough magick to take on such a spell, but you can do simpler spells of protection.

I'm sorry you've had so many bad answers so far. I understand where you are coming from, so please take my advice as I am a praticioner of magick. I'm not Wiccan, but I am pagan, and a friend to witches. You should start with a good meditation. I would suggest taking a shower first, wearing confortable clothes, and relaxing as much as possible. While meditating, remove (at least for the time being) all of your anger related to the way you have been treated. Focus on each of the individuals who have wronged you, and do all you can do to place yourself in their mind, and to think in the way that they were thinking when they wronged you. When you are done, organize all of this in your mind, and place it in some sort of mental or astral vessel. Deliver this to God/Goddess, or to whatever deity or power you are connected with. If you think it best at that time to ask that the Karma of those individuals be brought back to them quickly, it will be done. This does not produce harm, but simply arranges nature differently in a way that may truely teach those who harm you. With all of that said, I have more advice for you that is not outside of the physical realm. When anyone calls you a freak, or anything like that, try not to be reactive, as that is what they are looking for. Instead, you could agree with them, (That might throw them off and show your self confdence) or ask them why they feel like they have to put you down in order to feel better about themselves. I would also raise hell with the teachers and talk to the principle in a very controlled and respetful way. Like "Why are you letting this happen to me?"

What you've got to understand about magic is that it is for the caster. It focuses your mind and helps you assert your will. It does not take the place of any action you need to accomplish with work. Magic will not work on someone else unless they allow it.
Since you are the victim here, you need to seek justice. I would suggest you use magic on yourself to give you the courage, determination, and stamina to obtain justice in spite of obstacles.
That means you start calling them out. Talk to the teachers, yes, but if teachers won't help you, talk to parents, counselors, police. Keep talking, again and again, as often and as passionately as it takes, until someone understands that something needs to be done to tell these kids their behavior is not acceptable and give them a reason to stop.
You have a moral right to justice. It's up to you how hard you're willing to work to obtain it. Your decision on this will speak volumes about whether you feel you're worth the effort or not.
You can also do the voodoo doll thing if it helps you feel better, but honestly it won't do anything to them. But I think that's just a distraction from the real issue here.
And FYI if they put a video on myspace of them picking on you, it just screams to the world what horrible jerks they are. People will sympathize with you, because there are more people in the world who have been victims than have been bullies.

That harm none crap is wiccan, and wicca isn't *real* witchcraft, which is why their magic(k) never works. True common historical witchcraft says yes to curses, hexs, etc, as long as they are well-deserved, for example, used as self-defense or to defend your honor. They are also willing to accept any repercussions.
