How come when someone in France sneezes, they say...?

"faire un souhait" which means "make a wish". What are they supposed to make a wish about?

Actually it is "à tes souhaits!" which means "to your desires." So you wish them to attain what they desire. In English the God Bless you or just Bless you is from the Medieval belief that when you sneeze your soul leaves your body and the blessing is to ensure evil spirits don't take your soul during that second.
