Completely normal. What you need to teach him is that it's ok to play with himself in his room or in the bathroom, but not out in public, etc. Tell him that it's not dirty or wrong, but that it's private.

My little boy is 3 also and that is his favorite toy. That being said you can distract him, brush his hand away. He is not aware he is doing this so be patient with him.
I also have legal custody of my two 'baby' brothers who are 10 and 7, they will do this too and I tell them to knock it off! Which embarrasses them because they are often not aware of it either, heck you see grown men do this sometimes!! So I don't want my son {or brothers} doing that when they grow up so I tend to stop it, unless he is in the tub then I figure what the heck.

Just like Daddy...lol.....yep its perfectly normal. He is just curious of what that thing is. Then by pulling on it it might feel good. So when something feels good. You do it again. By all means it is his let him play with it. Stopping him form playing with it may give him some of psychological sex problems when he gets older.
When your child gets older try teaching him yes it is yours but, you should only play with it in private.

That is totally normal. When my 4 year old was 2, it was his favorite toy. We would be in the bath and he would pull on it and kind of "flick" it to watch it "wiggle". Once it's discovered the facination really never goes away.

yep tell me about it I'm a nanny this is all part of him finding out about his body ...as long as you don't make it an issue when he does it, then it'll be fine. You may have to keep an eye on it to make sure he doesn't make his penis sore.

yes it is normal if you feel uncomfortable about him doing it in front of you ask him to do in in his room explain to him that it is OK for him to do it but that you and other people don't want o see him doing it.it worked for my two little boys
