I got stopped last night and the cop didn't even read the registration or anything he just looked at my licence!

Probably zero... since the cop flat out told you he wasn't going to ticket you.

Ticket = Citation (they are one and the same)

0%. I know if I tell someone I'm not issuing a ticket, then I don't issue a ticket.

Now, I do have a bit of a "hedge". Generally, if I stop someone for speeding I know before I even make contact with them if I will be issuing a ticket or not. If I don't plan to issue a ticked I will ask if they have any speeding tickets on their driving record. If they tell me NO, I alway tell them I if I don't find any, I won't issue a ticket, but if I do find some, I will issue a ticket.

So I'm confused, did you get the ticket or not? More details please. If you were not issued a citation on the spot, then you won't get one in the mail. Did you get a citation after he said he was gunna let you off with a warning? More details.....

For a traffic ticket to be legal, the person receiving it must sign the ticket. IF you did not sign any ticket you are dismissed.
